What began as a routine administrative review of Portland’s investment policy quickly spiraled into a heated confrontation last week, leaving the City Council divided by accusations of antisemitism. During a meeting of the Finance and Governance Committee, lawmakers tasked with updating the city’s portfolio shifted from debating financial ethics to trading sharp personal attacks. The clash highlights a deepening rift between the council’s moderate and progressive caucuses, arriving just three months before an election that will decide six key seats.

The friction started when City Treasurer Brigid O’Callaghan presented options to expand restrictions on investments tied to the defense industry, including munitions, missiles and armored vehicles. While the proposal remained neutral regarding specific nations or conflicts, some moderate councilors viewed the move as a calculated effort to target companies supplying Israel during the ongoing war in Gaza. Councilor Zimmerman claimed there had been a long standing fixation among certain members to send anti Jewish statements through city policy, describing the environment as wildly unacceptable.

Progressive members pushed back forcefully, arguing that criticizing the actions of a foreign state is fundamentally different from prejudice against Jewish people. Councilors Angelita Morillo and Mitch Green defended the neutrality of the staff presentation and suggested that leveling such heavy accusations without evidence actually undermines the fight against genuine hate speech. Green specifically argued that conflating criticism of Israel with antisemitism is itself a problematic narrative that breaches parliamentary decorum.

Adding weight to the tension, Councilor Elana Pirtle Guiney noted that parts of the broader discourse surrounding these policies have become deeply antisemitic. She warned that applying a political litmus test to the Jewish community creates significant safety concerns and urged her colleagues to push back against external pressures influencing the debate. Despite hours of deliberation, the session ended without a resolution, leaving it unclear if or when any new investment bans will be formally adopted into law.
