Carney pitches Canada to global investors as Trump tries to pull investment south

In a high-stakes bid to reshape Canada’s economic future, Prime Minister Mark Carney has gathered hundreds of the world’s most powerful financial executives in Toronto this week. The Canada Investment Summit arrives at a volatile moment, as President Donald Trump continues to push for a migration of factories and capital toward the United States. With representatives from firms managing over 120 trillion dollars in assets descending on the city’s luxury hotels, Carney is making a calculated bet that he can pivot global investment northward, reducing Canada’s historical reliance on its southern neighbor.

The timing of the summit is particularly urgent following a collapse in trade talks last month that triggered heavy tariffs and import bans between the two nations. For decades, Canada’s primary draw for foreign investors was its seamless access to the American market through free trade agreements. However, with that reliability now compromised by trade wars and political unpredictability, Carney is pivoting his pitch. Rather than selling proximity to the U.S., he is highlighting Canada’s intrinsic strengths, specifically its vast reserves of critical minerals, energy resources, and a highly educated workforce capable of driving innovation in tech and defense.

Carney is leaning heavily into his pedigree as a former governor of both the Bank of Canada and the Bank of England to build rapport with these titans of industry. During his addresses, he framed Canada not just as a resource hub but as a sanctuary of stability. In sharp contrast to the current climate in Washington, Carney pitched his country as a predictable environment governed by the rule of law and mutual trust—qualities he suggested are becoming increasingly rare globally and are therefore highly valuable to cautious investors.

While officials admit that massive deals aren’t expected to materialize overnight, they view this assembly as the foundation for growth over the next year and a half. The goal is to match international capital with specific domestic projects in advanced manufacturing and green energy. After concluding the summit with insights from figures like BlackRock CEO Larry Fink and former Prime Minister Stephen Harper, Carney plans to take this message to Europe to further diversify Canada’s strategic partnerships beyond North America.
