Google to fund Finnish AI with €13bn investment and nuclear power pact

Google has announced a massive thirteen billion euro investment in Finland, marking its largest single financial commitment to any European nation. This ambitious project focuses on scaling up the company’s artificial intelligence infrastructure through the construction of three new data centers in Kajaani, Muhos, and Vaala, as well as the expansion of an existing facility in Hamina. By strengthening its physical footprint, Google aims to better support high demand for services like its Gemini chatbot, Search, and YouTube.

A central piece of this strategy involves a landmark twenty two year energy agreement with the Finnish utility provider Fortum. To ensure a steady stream of carbon free power for its hungry servers, Google will purchase up to half of the electricity generated by the Loviisa nuclear power plant. This partnership not only secures Google’s operational needs but also provides critical long term financial stability for the plant, allowing Fortum to extend the station’s lifespan and increase its overall generating capacity.

Finland has become an increasingly popular destination for tech giants due to its naturally cold climate and stable green energy grid. Lower ambient temperatures significantly reduce the cost and energy required to cool massive server farms, making it an ideal hub for AI operations. This trend was further highlighted earlier this week when TikTok similarly pledged one billion dollars toward a new center in Kouvola, citing the country’s strong digital governance and abundance of skilled tech talent.

Finnish Prime Minister Petteri Orpo praised the move as a validation of his country’s strengths in responsible AI development. Beyond the immediate hardware upgrades, Google estimates that the project will support over thirty seven thousand jobs during construction and contribute roughly three point six billion euros annually to Finland’s GDP. The broader investment package also includes funding for community initiatives focusing on local biodiversity, education, and regional research developments starting around 2027.
